I assume you would  sign into https://fedora.zanata.org, go to the
fedora-modularity-translations project, select your language and start
submitting strings.

That said, I'm not a member of the Internationalization Team, so I don't
know their specific processes. I'd look at
https://fedoraproject.org/wiki/L10N/Translate_on_Zanata for the basics.
