Maybe I've read this discussion too briefly but I can't see anything
related to this topic. The other discussion is about naming some
variants of Fedora. (Is the link correct?)

This would be a good approximation. The perfect feedback would be
a number of downloads for each rpm and I'd look at the number of
downloads of *langpack*.rpm. But the language settings of the window
manager or just the user's session or whole system is a good
approximation: it is likely that a user who downloads and installs
langpacks actually uses them, also I think it is not very common to
have multiple langpacks and actively use them. (Yes, freaks like
you and me do this but I'm trying to think about actual human beings.)
