no surprises here, Fedora is upstream first, so translators contribute 
upstream too (so before the package is produced).

Good to know there isn't much work to do, will make it easier for us to 
respond quickly :)

So... for the tooling, if the Plymouth project wish to, you are welcome 
to use the translation platform the Fedora project uses: 
http://fedora.zanata.org
Here is the doc:

You should be able to create a new project.

For your information, Zanata project is dead, so we are thinking about 
testing other translation platform like Weblate.
For F30 release, I suggest you to use Zanata and to not invest time with 
automation.
For later, take the time to consider which translation platform is the 
best for the Plymouth project.

Remember to tell us what's the time limit to contribute ;)
