Indeed took long time.
What is blocker here?
1. Khmer already has a language team.  Does Votey already became part of
that team?  This approval can be done by existing Language team lead.
2. Getting cvsl10n access, this can be done by either Jibec, Piotr or
Noriko.

That's it, nothing else required as far as i know.
