Translation platform migration - new wiki page

Dear translation teams,

I created a wiki page regarding our translation platform migration. 
There is a lot to do about the objectives and features, this part isn't 
ready yet.

It contains list of the 114 projects to migrate from Zanata. If you want 
to help, you're welcome to change the status of the projects you know 
for sure the migration isn't needed. Please add a comment each time you 
do so.
