Thank you for submitting this, don't worry, everything can be a real use 
for others. The only thing we may globally argue about is the priority 
and the effort we should invest in each needs. Every feedback is really 
welcome!


So, let's rephrase what you directly said:

As a translator, I want to easily access the translation activity of my 
language team so that knowing active contributors is easy.

As a translator, I want to be know the translation activity of my 
language team on a document so that I can review changes.


And here is what I imagine you may need, based on my own experience:

As a translator, I'm able to get notification if someone does its first 
contribution to my language team so that I can easily welcome and review 
changes.

As a translator, I'm able to get notification for events on a document 
so that I can easily keep up the translation of a document that matters 
to me.

Unless we decide it at Flock this august, there will be no changes for 
F31. The delay sounds a little be short to me (we need to agree on the 
translation platform, on the features to pay for, and a migration planning).
