Someone could proudly says "hey! I'm part of the Fedora translation team". Without a group membership ok, you can do the work, but meh. In addition, other than giving a formal membership, FAS group membership grant you other stuff, like the ability to vote, a mail alias, web space on fedorapeople, etc. I think that this is an important way for people to feel welcome in a community. So, it could be the case to revise group membership, even if not strictly necessary to do the translation work.
