Personally, I think that: first of all, technically, in order to translate words on Weblate, it's no more mandatory to be part of the FAS group. However, as I stated in the past, I think that FAS membership is something like badges: a recognition of community members work, a way to feel part of the community. So, if your local team doesn't work anymore, i.e. people that were responsible of a localization team is no more active, and the like, I suggest to send an introduction mail to this list, asking to be sponsored. Such simple process works for other Fedora teams, and we could consider to renew the membership process for the l10n team too, maybe documenting it on docs.f.o.
