The most important changes are in the release-notes file that resides in
the root directory of every Red Hat Linux CD. If you need all the
changes for a particular package, look into the changelog in the
package's source.

Kinda. On ftp://ftp.redhat.com/pub/redhat/linux/ and mirrors you can
find the release-notes for every Red Hat Linux version since 1.0, it's
<release number>/en/os/i386/RELEASE-NOTES
