AFAIK, this is not true. The piranha that was released with the Pensacola public beta had a "softer" reload feature, but I believe there was still a small service interruption. Unfortunately, FOS mode was broken with that version of Piranha. With the most current release of piranha (0.7.0-3 from Advanced Server 2.1) FOS is fixed, but the "softer" reload is gone (hopefully to return to a version near you).
