RHAS LVS Gaps

I purchased RHAS about 30 days ago and finally got to it this weekend.  I have the piranha-gui, lvs, pulse, nanny, etc... all working and load balancing a couple of Real servers in my test lab.  However, the docs on the CD and in the list archive seem a bit vague on a couple of issues that I am stuck on:

a.  How do I make a change in the lvs.cf file take effect?  I tried to do /etc/rc.d/init.d/pulse restart, but that didn't seem to do it.  The only way I can figure it out is to "killall lvs" and then "lvs".  This seems VERY extreme since it appears to flush the ipvsadm tables completely on the way down.  What is the recommended method to make these kinds of changes in a production environment without killing all the traffic on the box.  Some sample commands would be helpful.

b.  I have used an ipvs based loadbalancer before called a WebMux from http://www.redhillnetworks.com/ .  They have a mode/status for the REAL SERVER called "Standby" that I would like to emulate with RHAS/LVS.  If REALSERVER B is in "Standby", it  essentially sends all the traffic to REALSERVER A unless REALSERVER A dies, and then it activates and sends the connections to REALSERVER B.  Is there a similar option/configuration with LVS that I can acheive the same functionality?

c.  I am on the stock versions of lvs, nanny, and pulse from the RHAS CDs.  Is there a source for newer versions of these files\source?  I noticed that the ipvsadm is quite a bit older that the ones at linuxvirtualserver.org and that it doesn't appear that ha.redhat.com has been updated for nearly a year.  Is this a dead product at RedHat?
