It's not in piranha, but rather in LVS. What kind of scheduler would you
like to build ?

Maybe you don't really need a scheduler (as in LVS terminology) but a
new monitoring approach. Please refer to LVS website to learn the
terminology and tell us exactly what you'd like to do.

It's mainly done in nanny.c using exec.
