NoArp Kernel Module

Hello,
	A while back someone posted a link to a NoArp kernel module that 
provided the functionality of the hidden arp patch that could be loaded as 
a Kernel Module against standard RedHat kernels. That link was:

http://www.masarlabs.com/noarp/

That appears to be broken.

Any ideas on where I can get this? Or should I just implement the standard 
hidden-arp patch from Julian?
