Piranha web and IPVSADM root permissions

I am having a problem with a new LVS setup using Piranha web gui. Here is my setup Redhat 7.3 Kernel 2.4.19 Ipvsadm 1.21 Apache 1.3.27 Php 4.3.1 Piranha starts, and I can access the web interface, however I get errors saying; "Cant' initialize IPVS: Permission denied (you must be root). I am sure this is because piranha is running as the user/group piranha, and I can not run apache as root, plus seems like security hole to run apache as root. I have setup LVS servers before, and do not remember dealing with this issue. Please let me know what I am/have missed. Thank You!
