Quorum partition - does it have to be raw?

My initial thoughts is 'yep'. You MUST have a raw partition (10MB
primary, 10MB shadow) for the quorum partition for clustering.

Here's the problem. I have a client that has the need/want to cluster
two 1U rack mount nodes. The problem is that their configuration calls
for four Gb fibre attachment points. Two built in copper Gb for ethernet
interconnections and two optical Gb adapters for attachments to a
Network Appliance NAS. Thus the internals are called for and the only
two slots are filled. So there is no way to attach another source of
storage in order to create a raw partition upon. The NetApp (FAS960) is
NFS mounted - which you cannot create a raw partition upon.

Thoughts? Suggestions?
