Zoni, visudo is a command that edits the sudo config file, run it as root. sudo allows users to access particular files and resorces as if they were signed in as a differnet user. Most often, sudo is used to grant access to scripts or commands that require root access. The scripts ifup nd ifdown are normally restricted to root you must either be running as root, have run the su - command and entered the root password or be in the sudo config file to run the command. The other way is to change the permissions on the ifup and ifdown files. Generally, you change the permissions on these types of files as you weaken security.
