First, you must look at what is in /usr and see what is taking up the
space. Normally, there should not be much there other than what the
distribution (in your case RHL 9) put there.

Almost any other stuff you should have put there deliberately. These would
normally be programs. If you are keeping anything else in there, you
should probably put it elsewhere. /tmp for temporary files, /opt for
optional files, /usr/local (if it is a separate partition), etc.
