I experienced this before, it definately is an ISP problem.

Been a while since I've suffered this, but in kppp check the timeout setting and set it for maximum (120 seconds I believe) if not already there.

I've yet to see an ISP fess up to a problem, unless it was a cut cable by a third party (does we know of no problem sound familiar).
