Simple. Don't remove the rpm, reinstall it with rpm -U --replacepkgs :)
Of course you have to have the correct version rpm handy, but it can be 
downloaded from everywhere :)

The files in the file utilities are mostly basic system utilities, used 
everywhere throughout the system. cp and ls for instance are among them. 
You don't want those removed :)
