It's not all that you would need:

/etc/passwd
/etc/shadow
/etc/group
/etc/mail/*
/home/*
/var/spool/mail/*

If you use samba, then /etc/samba/smbpasswd (and maybe others).

If you use ldap, then /etc/nsswitch.conf /etc/openldap/* and
/var/lib/ldap/*.  Similar if things like winbind are being used.

You may need other things like the access config files for ftp,
squid etc.

In a network situation where the accounts need to be shared across
servers, I would highly recommend ldap or nis, perhaps with nfs.
