Assuming you ask me how do I check if both cpus are used, I use command top. However also with some snmp tools I can observe utilization of both cpus.
Assuming you ask me how do i check which kernel am I using: uname -a. In my case it is 

[root@lindev03 boot]# uname -a
Linux lindev03.winterthur.ch 2.4.18-19.7.xbigmem #1 SMP Thu Dec 12 07:32:12 EST 2002 i686 unknown
[root@lindev03 boot]# 

Regardless to this if I remeber it correctly on red hat 7.2 cd you've got three kernels, where one of them is so-called "enterprise" kernel which is able to handle 2 cpus and memory above 4Gb. Try to install and use this one, may be it will help. 2.4.18-19.7.xbigmem is upgrade from the "entreprise" one.
