Depends....

Do you have boot devices that are on the bus?  I have a scsi adapter
on a machine where the only things on it are a tape drive and the
CD-ROM.  I can unload the driver, turn on/off the tape drive and
reload the driver.

If that is not an option (e.g., some of your system hard drives are on
the bus), you can try the "scsi  add single-device"

    echo "scsi add-single-device a b c d" > /proc/scsi/scsi
