Check the startup script because the bind daemon is started wit certain options that seem to have something wrong. Ususally bind is specified with user/group named/named. The startup scripts are run with root priviledges so it is highly likely that this is the cause of the inability to write in /var/run. Also your config file is missing an include line that includes a key for the rndc control channel. Also check for the existence of rndc.conf in the /etc directory. The daemon has not found any say ethernet interface, so it is listening only in the loopback that is always available. So get a ready made named.conf file and modify only the zone parts. Do not modify the rest. For more details read the bind 9 manual at www.isc.org.
