This really seems like a 3ware problem and not a Linux problem,
especially if you're doing these operations from the 3ware BIOS
(which you should of course try if you haven't).  Perhaps you should
talk to 3ware.

In any case, this happened to me recently with one of my 3ware
controllers (an old 6800).  In my case, the drive really was "not in
service"; it wouldn't even spin up.  Can't blame the controller for
that.
