pkgorder and buildinstall failures

I'm trying to create an updated RH 7.2 CD using the instructions on:
http://www.linuxworks.com.au/redhat-installer-howto.htm
and
http://www.tldp.org/HOWTO/RedHat-CD-HOWTO/index.html

But when I run pkgorder I get the error:
