I maybe missing a point here, but... the path problem affects what is _INSIDE_
the archive, not where the archive is stored on the filesistem.
Thus 

 tar -zxvf mnt/hdd/etc/filename.tar.gz -C /etc/filename

will untar it where you want it to be.
