I have a similar rule that works.
$IPTABLES -A ALLOW_PORTS -p tcp --dport 113 -j REJECT \
--reject-with tcp-reset
Perhaps try:
$ipt -A INPUT -p tcp --dport 111 -j REJECT --reject-with tcp-reset
