I've had similar troubles with powerdown, expecially on notebooks: the problem
usually is related to BIOS: you might want to take a good look at what are the
settings related to APM or ACPI for your motherboard, and maybe find updated
drivers for your chipset.

Correct me if I'm wrong, but what has the bootloader to do with the shutdown?
The kernel does all the job, AFAIK.
