I don't have a machine running 7.2 at the moment.
/sbin is in root's $PATH on my 7.3, 8.0, and 9 machines:

# cat /etc/redhat-release ; echo $PATH
Red Hat Linux release 8.0 (Psyche)
/bin:/sbin:/usr/bin:/usr/sbin:.....

# cat /etc/redhat-release ; echo $PATH
Red Hat Linux release 9 (Shrike)
/usr/local/sbin:/usr/local/bin:/sbin:/bin:/usr/sbin:...

# cat /etc/redhat-release ; echo $PATH
Red Hat Linux release 7.3 (Valhalla)
/usr/local/sbin:/usr/local/bin:/sbin:/bin:/usr/sbin:....
