There's no dialing going on.  This is a static ip connection over a T1 
that is shared by other systems.  When eth0 (outside network) stops 
responding, the traffic going out eth1 (lan) gets forwarded over the 
same T1 via another box.  All other outgoing traffic works.

I was thinking about trying to use eth2 instead of eth0 in case it was a 
problem with the card, but according to 'ip link show', eth1 and eth2 
have the same mac address.  I'm not sure what is going on with that or 
how it wold affect any network traffic.
