ipop is not part of sendmail.

Make sure ipop3d is activated in /etc/xinetd.d 
(service xinetd restart)

tail -f /var/log/messages
and watch what happens when your outlook machine connects.

Few suggestions:
1) The firewall on the Linux box doesn't allow POP3 through
2) POP3 isn't enabled/installed on the Linux box
3) IP address/hostname is wrong
4) POP3 port number is wrong (should be 110)
