I also started getting the "No such directory" messages after updating the glibc packages. In my case, it would display the man pages correctly, but always insisted on telling me that NLSPATH=<none>, etc. Installing the man-1.5i2-0.7x.5.rpm package from the RedHat Errata page for 7.0 seems to have fixed it; even if it was a security update for another issue.
