How did you check that telnet is running? ps? netstat? If it *is* running you
will see it listening on port 23.

Assuming it is running, then check that (a) you don't have the remote host
in /etc/hosts.deny and (b) that you are not running a firewall locally (use
/etc/init.d/ipchains status to see and if it is running use /sbin/ipchains -L
to check if you're filtering port 23).
