Need urgent help on network services manual startup problems

Hi List users,
We have a problem.
We are running RH 7.2 sendmail-8.11.6-3 on a Linux server.
whenever i execute a command : service network restart
clients are not able to access the email server while when i reboot the
server, the clients are able to acces the email server and send/recieve
the emails.
What is the difference between the two methods ?? why restarting the
services manually is not able to bring all eth interfaces ?? ( we are
using 3 NIC configured on one public IP ( eth0 ) and two internal IPs )
It all started like this.
1) executed the command: service metwork restart
got the error -
/usr/bin/ssh2d: No such file or directory
2) i tried to look for file ssh2d in /usr/bin/ssh2d but found that there
was no file in above path
3) searched the web for this error and found that this entry could be a
result of an un-successful hacking attempt in which file network could
have been changed. Verified file network from some other server and did
found that on a good server, line - /usr/bin/ssh2d -q etc were not
present.
4) So copied a good file from other server to /etc/init.d/network and
tried to restart the service by : service network restart
5) this time the error "/usr/bin/ssh2d: No such file or directory" did
not come but one of the internal IP network interfaces did not come up
6) Booted the server and all interfaces were UP
Could someone help us ?? see the dump of the network file..
