A good way to check if a service is running is to do "netstat -an" and
see if anything is listening on port 21 on a local address (i.e. you will
see an entry like "0.0.0.0:21".

If you are running ftp from xinetd then check that xinetd is running (ps -ef).
If not, then restart xinetd: "/etc/init.d/xinetd start"
