That's becasue it generally works mostly like this:

Announce the release, take preorders at the redhat site for discs that 
will ship within the next 7-10 days.

Open the iso channels for RHN subscribers.

Turn on permissions for the ftp sites.

hundreds of stupid "apt get install ;)" replies on slashdot to questions 
about available RH mirrors.

Repeat every 6 months.
