At this point the "old procedure" will not work.
I am running GATOS drivers with phoebe kernel-2.4.20-2.54smp and 
XFree86-4.3.0-2 at the moment but I had to modify the GATOS drm-kernel 
source.
GATOS on sourceforge.net does have XFree86-4.3 specific ati.2 drivers. 
The versions I am using are ATI-4.3.0-8.i386 and drm-kernel-1.100.0-8.
Also, xawtv works right out of the box if you don't need capture.
