Adding 2nd Language problem

Hi all folks,

KDE

KStart -> System Settings -> Language

Starts an empty "Language Selection" window.  No Languages are available
there for selection.

KStart -> Extras -> Others -> Install Packages

Starts a warning;

"No Files Specified.
Please specify files to install as arguments"

Could you please advise what mistake I have committed.
