DPMS with no user logged in

Does anyone know if there is a way in rh 7.1 to force Monitor/screens to blank after some amount of time other than Xset.  The problem with xset is it only works when a user is logged in.  The default setting for my rh 7.1 machines seeme to have DPMS set off and this is damaging monitors.  Any other tools or ways to make xset work when there is not a user logged in?  Can this be included in kickstart setups?
