I am new to Linux myself, but I had a similar problem and a very kind Tech
support person at Redhat was very helpful and showed me how to get my
winmodem to work with Linux. While this situation is not exactly the same as
yours, maybe it will help. Here is his response. . .

The 56K modem on the Dell Dimension 8100 is an unsupported "winmodem".  Thus
Red Hat cannot guarantee or assume responsibility for it working or changes
made to the system in getting it to work.

However since I myself have a Dimension 8100 (but with linux 8.0), I managed
to
get it to work by downloading 3rd-party drivers.  Go to
www.linuxant.com/drivers (even on a windows machine you can download and
transfer to disk.  The website used to be www.mbsi.ca for Conexant modems)
Download from HCF (Controllerless) driver (assuming it's the data/fax non
telephony modem).  Know the exact kernel version of your machine and
download
the 'i686' rpm file.  Install the rpm file
(rpm -UVh [filename]), then command:

wvdialconf create  (the messages should read a modem detected)

To dial, use command:

kppp
and enter the info for your isp
