Ummm...  I think "top" does all (or at least most) the data collection you
appear to require.  It's the part about "produces historic graphs of this
data" combined with "does not require ... a running X server" that sounds
difficult.  Perhaps you could set "top" running to collect the data, and then
use an off-line plotting package to visualize the data?  At least this way,
you could begin data collection sooner, and capture data while you investigate
plotting/formatting tools.
