This doesn't mean anything.  NetBackup clients can be downloaded too,
and there is no technical enforcement of the license, but we still need
to purchase the client licenses.

Many Veritas (and other vendors) products have only a paper license but
this does not mean that you can legally run the product without a
license.  If you don't buy it when you need to, you're violating
copyright and subject to civil actions.  It's not just a matter of not
getting support - it's a matter of breaking the law.

See the EULA.  No matter what any vendor tells you, the EULA is what you
agreed to when you purchased and installed the software.  Interpretation
of the EULA is best handled by the lawyers.
