ibm 326m dual core opteron misreporting memory ?

Hi,
I have two IBM boxes, both with 16 Gig of memory.
On the current one, this is reporting correctly ,i.e.
Good_BOX> free -m
total used free shared buffers cached
Mem: 15709 15293 416 0 172 10146
-/+ buffers/cache: 4974 10735
Swap: 15939 224 15715
and;
Good_BOX> more /proc/meminfo
total: used: free: shared: buffers: cached:
Mem: 16472915968 16036270080 436645888 0 180789248 10707410944
Swap: 16713449472 235053056 16478396416
MemTotal: 16086832 kB
MemFree: 426412 kB
and on the incorrectly reported memory, I see
Bad_Box> free -m

and

when I boot to bios on both boxes, then show the same memory. The other
difference between the boxes is the processor, ie
Good_BOX> more /proc/cpuinfo

model name : AMD Opteron(tm) Processor 252
physical id : 204
and
Bad_Box> more cpuinfo
processor : 0

cache size : 1024 KB
So, is the memory misreporting, something to do with the dual core, or
is there something else I should be looking at.
