boot problem - readonly file systems

Hello,

I had a system with RedHat 2.1 and RedHat 3 installed in dual-boot mode. 
  Something happened to it and both /boot partitions are wiped out.  I'm 
trying to revive at least the RedHat 3 into a bootable state.  I've 
reinstalled grub and the kernel and it boots, but for some reason the 
file systems remains mounted in read-only mode after init is executed. 
I can type in the root password and remount the / and /boot as rw and 
then init 3 succeeds, however the system is still not quite happy, for 
instance the permissions on /dev/* seem to be incorrect.
What might cause this?  At least the problem N1: the filesystems mounted 
read only?

My grub.conf is like this:

title linux
	root (hd0,4)
	kernel /vmlinuz-2.4.21-4.EL ro root=/dev/hda6
	initrd /initrd-2.4.21-4.EL.img
