what is apxs ? why my linux web server don't have ?

Hi.. I am installing a module called mod_dosevasive into my apache server

the installation guide as shown in the URL

http://www.theserverpages.com/articles/servers/linux/apache/mod_dosevasive_Apache_Module_How-To.html

I was asked to enter this command 

/usr/local/apache/bin/apxs -i -a -c mod_dosevasive20.c

but my linux server has no "apxs" at all. Why ?  How to install it ?  

[root@WSWEB1 root]# locate apxs
[root@WSWEB1 root]# locate apxs*
[root@WSWEB1 root]# 

[root@WSWEB1 root]# rpm -qa | grep httpd
redhat-config-httpd-1.1.0-4
httpd-2.0.46-61.ent

[root@WSWEB1 root]# uname -a
Linux WSWEB1.teasin.com 2.4.21-27.0.4.ELsmp #1 SMP Sat Apr 16 18:43:06 EDT 2005 i686 i686 i386
GNU/Linux
