Firstly, update the kernel on your RHEL3 server. That may help...  
You're using the U3 kernel, it's now on U9.

It looks to me that the driver (ftdi_sio) in RHEL3 does not know that  
it can control your device - A newer kernel might have a patched  
driver which does know about your device. Failing that, try it in a  
RHEL4 machine, as that is more equivalent to the kernel and software  
levels in OpenSUSE 10.2
