You might try the hugemem kernel if you're on i386 platform.  As other
discussions have shown, the standard i386 platform can be starved of
LowMem on occassion.  I don't know if the Apache threads are using up
all your LowMem or not, but if they are, hugemem might help you get to
10K threads.
