fortran compile error

Hello,

I have a user getting the following error when trying to compile a fortran 
program on our Redhat 7.3 server.

/usr/lib/libpthread.so: undefined reference to `__uselocale@GLIBC_2.3'

Is anyone familiar with how to resolve this issue.  I googled and found a 
couple of posts, but no replies to why they were getting the error message.
