fedora/linux/core/development will replace rawhide for Fedora work
fedora/linux/core/test will be where beta releases go
fedora/linux/core/updates is where updates for FC releases will go

Basically, for the beta, it looks like Red Hat didn't get everything
separated from the RH tree, but starting with FC 1, the Fedora Project
will have its own FTP name space distinct from Red Hat's.
