That repository is not complete yet. Filling it with rebuilt packages is
work in progress. k3b 0.9 was approved and published for Fedora Core
0.95, should work,

  http://download.fedora.us/fedora/redhat/0.95/i386/RPMS.testing/

and will be rebuilt for Fedora Core 1.
